The article conducts research by structural analysis of a geographically distributed organizational system with personalized subjects, aimed at the formation of intellectual support for management decisions. The necessity of reflecting in the structural model the direction and quantitative characteristics of the links between the components of the organizational system is substantiated, taking into account the multi-level resource distribution process both according to the top-down principle from the control center to the personalized subject, and according to the bottom-up principle for balancing the option of distributing the centralized resource with the needs at the subject level. quantitative characterization shows the influence of indicators of territorial entities that determine their potential in supporting personalized resource provision on the distribution between territories and purposefulness in achieving a given level of effectiveness when allocating resources at the subject level. The structural model of the functioning of the organizational system has become the basis for substantiating a set of tasks that ensure the intellectualization of managerial actions at the administrative level. Two approaches are proposed: inter-level optimization and multi-level optimization modeling. The first approach to making a management decision on the resource provision of a personalized subject consists in the sequential solution of two tasks: priority alternative optimization of the distribution of a centralized resource between territorial entities and block-linear optimization of the result obtained in the distribution of a territorial resource at the subject level. The formation of optimization models is based on the use of data on indicators that characterize the organizational system under study. The first task requires an expert assessment of the priority of receiving funds from territories within the framework of the established centralized resource provision, and the second task requires the determination of influence coefficients in the sensitivity model of performance changes depending on changes in the volume of resources provided to a personalized subject. It is proposed to carry out multi-level optimization modeling by combining the solution of the listed tasks within the framework of a two-stage iterative cycle, combining the top-down and bottom-up schemes of the resource distribution process.
