The paper discusses the problem of detection of alive people under the rubble, formed as a result of emergency situations and destruction of buildings. It uses the principle of Doppler radar, where the propagation of electromagnetic won in the environment and in contact with the object under study is the frequency shift. It is believed that the human body can be represented as a dielectric cylinder of finite length and radius. It oscillates, due to the process of breathing. Presents the estimates of the penetration depth in the absorbing medium, depending on the frequency of the signal. Based on the equation of radar shows the relationship between the signal power at the transmitter and the signal power at the receiver. For the real component of the dielectric permittivity and conductivity of building materials, there are different according to the frequency of the electromagnetic wave.
