The situation of modern electronic document management systems regarding the processing of restricted access information is analyzed. The necessity of development of protocols of interaction between all subjects of information processing restricted access in electronic document management systems is substantiated. It is described the need to control the dissemination and recording of transactions with electronic documents with restricted access. Generalized schemes of the processes of preparation of electronic documents of restricted access and creation of their copy files are proposed and described, which will allow the introduction of the previously proposed approach for standardizing the form of submission of restricted electronic documents. The process of creating a file of a copy of an electronic document of restricted access, proposed earlier in the .ssted format, is described. A protocol is proposed for transferring a file of a copy of an electronic document of restricted access that allows to store information about the fact of transfer and the last owner of a file of a copy of an electronic document of restricted access in the most transmitted file. The proposed protocol ensures that a copy of the restricted-access electronic document file exists only for one person. The need to develop a methodology for constructing a system of electronic documentary depositaries in a secure execution is described. The way of the further research in development of the concept of construction of the protected information systems for processing information of restricted access and organization of the protected electronic document circulation is revealed.
