empirical studies have shown a clear dependence of the accident rate in the region on the quality and efficiency of software for processing data of administrative materials of traffic violations. Choosing the optimal software for computing systems for processing administrative materials of traffic violations is an urgent problem nowadays. Fifteen qualitative characteristics of computer software for processing data of administrative materials of traffic violations based on component analysis and their quantitative indicators obtained from experts in the field of road safety management are proposed to investigate in this work. The component analysis of the subject of the study is given, the results of analysis of three groups of qualitative characteristics that allow to select software both on the basis of a certain group of characteristics and on the basis of a complex quality indicator are presented. The further development of the ideas set out in this article will be the development of an application package for the optimal choice of software for computer systems for processing data of administrative materials of traffic violations.
