We consider the problem of optimal work plans stimulation of the penitentiary
system correctional institutions (CIS), which provides the required value of integrated
assessment activities at a given reliability (risk of not doing). As the decision the
mechanism of counter plans stimulation for discrete models of active systems is
implemented.
