The article presents a mathematical model for the formation of competitive lists and the highest priorities of applicants – a scientific result obtained by the author during the dissertation research. It identifies a pressing issue facing higher education institutions during admissions. This arises from difficulties in generating competitive lists based on highest priorities: the primary highest priority and the highest passing priority. Consequently, this creates additional challenges for universities when using the "Online University Admission" service, including generating lists and enrollment orders. This problem also poses a pressing challenge for higher education institutions' compliance with the main regulatory legal acts governing admission procedures. It is revealed that, in the current environment, a unified mechanism and clear algorithm are lacking to ensure a unified approach to solving this problem. In this study, the author developed a mathematical model and defined the parameters of the proposed model. The mathematical model provides a comprehensive procedure for distributing applicants into competitive groups based on the admissions priorities specified in their application forms and enables the formation of highest priorities for all applicants. The results of the study are proposed to be used in subsequent works aimed at optimizing the admissions campaign processes in higher education institutions.
