This article presents the development of a generalized set of requirements for heterogeneous IT infrastructure monitoring systems based on an analysis of the Russian market from 2017 to 2025. The relevance of the study is driven by the need to create scientifically grounded approaches for building such systems under conditions of import substitution and the growing complexity of the IT landscape of Russian enterprises, characterized by the widespread adoption of hardware virtualization, containerization, and microservices architecture technologies. Based on an analysis of technical specifications and commercial requests from 30 major Russian enterprises, a generalized and formalized set of functional requirements consisting of 92 items grouped into 11 categories was developed. The application of frequency analysis revealed a stable cross-industry core of 67 highly demanded requirements (frequency > 80%). Verification of the set using public tenders confirmed its universality and completeness. The study also identified a key trend: large enterprises view the primary task of corporate IT infrastructure monitoring systems not as replacement, but as coordination and consolidation of existing heterogeneous monitoring tools. The practical significance of the results lies in creating a methodological basis for drafting technical specifications, conducting comparative analysis of solutions, and designing systems of this class, thereby contributing to improved management efficiency of complex IT infrastructure in Russian enterprises.
