The process of managing an organizational-technical system, understood as a summation of personnel and technical resources, is, due to its complexity, modeled by the functioning of individual stratas. The management process is analyzed by solving six problems of the metasystem approach. Proving that the stratas have independent parts allows for the optimal allocation of resources by solving the fifth problem of the metasystem approach based on the formula of total probability using the method of uncertain Lagrange multipliers, thereby coordinating the functioning of the stratas to maximize the achievement of the overall system goal. The management system is designed by sequentially solving the following problems: generating a metasystem for organizing the switching of control actions, identifying their modularity and compatibility, developing a strategy for their switching, and assessing and managing the readiness of the organizational and technical system to support the target program. Control actions are considered as interventions according to Mesarovich and are of a regime, structural, organizational, and signal-level nature. Due to the complexity of identifying the modularity and compatibility of such control actions, a hybrid artificial intelligence is used. This intelligence is based on metasystem switching of traditional intelligent technologies with a precedent mechanism and morphological, syntactic, and semantic analysis of search queries. The problem of designing a control action switching strategy, as well as the problem of optimal resource allocation, is solved based on a probabilistic description. A Markov process model is used, which allows for the application of the Fokker-Planck-Kolmogorov equation.
